Notice of the General Office of the Ministry of Natural Resources on Carrying out the National Land Change Survey in 2020
Departments in charge of natural resources of all provinces, autonomous regions and municipalities directly under the Central Government, Natural Resources Bureau of Xinjiang Production and Construction Corps, relevant units directly under the Ministry, agencies and relevant departments of the Ministry:
In order to grasp the changes of land use in the whole country, in accordance with the Regulations on Land Survey and the Measures for the Implementation of the Regulations on Land Survey, the Ministry decided to carry out the national land change survey in 2020. The relevant matters are hereby notified as follows:
I. Objectives and tasks
Fully grasp the changes of land use in 31 provinces (autonomous regions and municipalities) in 2020, continuously carry out the monitoring of "non-agricultural" and "non-grain" of cultivated land, update the results of the third national land survey (hereinafter referred to as "three surveys"), maintain the current situation of land survey data, support the smooth operation of "one map" of natural resources and comprehensive supervision platform, continuously consolidate the foundation of "trying to manage land" and speed up the work.
In 2020, the land change survey will continue the implementation mode of the "three adjustments" organization and the data updating mechanism. On the basis of the survey results of the unified time point of the "three surveys", taking 2020 as the cycle and December 31, 2020 as the standard time point, we will make overall use of existing data, carry out remote sensing monitoring, extract land type change information, combine relevant special monitoring and natural resources management results, make survey base maps, organize field surveys to give evidence, and comprehensively grasp the land type and land type in 2020. We will continue to adopt the "phased and hierarchical" quality control mechanism, and ensure the authenticity of the survey data through on-the-spot investigation at the county level and verification at the provincial and national levels.
Second, the overall requirements
The land change survey in 2020 is the first annual change survey based on the "Three Adjustments", which is of great significance for maintaining the current situation of the results of the "Three Adjustments" and meeting the needs of various natural resources management work. The investigation of land change has many contents, heavy workload and high quality requirements. All localities should continue to carry forward the style of seeking truth from facts, unity and cooperation, overcoming difficulties and being good at innovation, and do a good job in related work.
(1) Effectively raise awareness and ensure that the results are true and accurate. All localities should further raise their awareness, attach great importance to this basic work, always uphold the guiding ideology of "adhering to the spirit of the CPC Central Committee, adhering to the national position, and insisting on equal rights and responsibilities and strictness", and always highlight the requirements of "unwavering, uncompromising, falsely reporting and severely punishing" in the "three tones" and the requirements of land type change analysis of "explaining the reasons", compacting responsibilities step by step, transmitting pressure step by step, and the county level is responsible for the authenticity of the survey results. The provincial level is responsible for organizing the verification of the regional survey results in this province, and is responsible for the quality of the survey results in this region. The provincial natural resources department conducts a comprehensive inspection of the survey results of the county-level survey units to ensure that the survey data is true, accurate and reliable.
(2) Strengthen organizational leadership and make overall arrangements for all work. The change investigation work is organized and implemented in the form of "unified national leadership, division of labor and cooperation among departments, local grading responsibility and joint participation of all parties". All localities should strengthen organizational leadership, do a solid job in formulating implementation plans and detailed rules, conducting publicity, organizing training, determining undertakers, carrying out specific investigations and verifications, keep the organizational strength undiminished, work hard, and make overall plans for quality, progress and safety, and earnestly do a good job in the first annual change investigation after the "three adjustments".
(three) the full implementation of funds to ensure the smooth completion of the work. The annual land change survey funds shall be shared by the central and local people’s governments at all levels in accordance with the requirements of the Regulations on Land Survey, and shall be guaranteed by the finance at the same level according to the principle of grading guarantee. Considering that the land change survey in 2020 will be carried out in accordance with the technical route and requirements of the "three adjustments", all localities should further take active measures, increase coordination, include the survey funds in the annual fiscal budget according to the tasks and plans of the land change survey, and allocate them on time to ensure that the full amount is in place, so as to ensure the smooth progress of the land change survey in 2020 and avoid the impact of insufficient budget on the work.
Third, the quality evaluation
In order to effectively compact the responsibility of local survey subjects at all levels, the 2020 annual land change survey will continue to evaluate the quality of provincial and county-level survey results, and the unqualified county-level survey units and provinces will be notified throughout the country.
State-level verification and evaluation set up two single error rates of new construction land spots, supplementary cultivated land spots and three indicators of overall error rate of changed spots at the provincial and county levels, and the three error rates are all below 2% as qualified, and the unqualified number at the county level shall not be greater than 5% of the number of counties in the province. In order to ensure the authenticity of the basic data of the pilot provinces with decentralized land use approval authority, the evaluation requirements for the pilot provinces are raised to a single error rate of not more than 1%.
The quality evaluation of the provincial database is based on the pass rate of the initial database quality inspection. If the number of counties that failed the initial national database quality inspection is more than 60% of the number of counties in the province, it is deemed that the quality evaluation of the provincial database is unqualified.
Fourth, the schedule
Before January 15, 2021, the Ministry organized remote sensing monitoring, collected satellite images covering the whole country, extracted annual new change information and sent it to local governments one after another. At the same time, the Ministry issued a "three-tone" unified time-point survey database to confirm the data version as the basic database of the annual land change survey.
Before January 31st, the provincial natural resources authorities organized all localities to complete the supplementary reporting of land management information.
Before February 28, the county-level investigation unit completed the county-level land change investigation and submitted the incremental package of the change investigation and update data to the provincial natural resources department.
Before March 31st, the provincial department in charge of natural resources organized the provincial inspection and rectification work, and submitted the updated data of the county-level land change survey that passed the provincial inspection to the Ministry.
Before 30 June, the Ministry organized and completed the national-level indoor verification, database quality inspection, "internet plus" online verification and database modification of the incremental data package of land change survey. Provincial natural resources departments cooperate with the Ministry to organize county-level investigation units to complete the rectification and improvement of land change investigation results.
Before 31 July, the Ministry organized the completion of quality inspection, updating, warehousing and data summary and analysis of the final database of the land change survey, and enabled the data results of the land change survey in 2020.
According to the needs of the work, the Ministry organized and compiled the "2020 National Land Change Survey Implementation Plan", which was issued and implemented together with this notice.
The national land change survey in 2020 is a comprehensive change survey based on the "three adjustments", with a large amount of tasks and high standards, especially the continuous updating of labeling information such as cultivated land planting attributes. All localities should pay attention to summing up good practices and experiences in the change survey, find and solve problems in time, and report major problems to the Ministry in time.
The full text of the Plan is as follows:
Implementation Plan of National Land Change Survey in 2020
In accordance with the Land Administration Law of the People’s Republic of China, Regulations on Land Survey, Measures for the Implementation of Land Survey Regulations and Technical Specification for the Third National Land Survey (TD/TD/T1055-2019) (hereinafter referred to as the Technical Specification), this plan is formulated to comprehensively organize and implement the 2020 national land change survey and remote sensing monitoring (hereinafter referred to as the "2020 annual change survey").
First, the overall goal
The main objectives of the change survey in 2020 are: on the basis of the unified survey results of the third national land survey (hereinafter referred to as "Three Adjustments"), using the latest satellite remote sensing images, grasping the changes of land use in 2020 through county-level field investigation and provincial and national verification, meeting the needs of current natural resources management, updating the "Three Adjustments" database, and ensuring the current situation and accuracy of the national land survey results.
Second, the task
The main tasks of the change survey in 2020 are: according to the unified national standards, using satellite remote sensing, Internet, cloud computing and other technologies nationwide, making overall use of existing data, using satellite remote sensing images at the end of 2020, making orthophoto maps, extracting land type change information, carrying out on-the-spot investigation and giving evidence in combination with relevant special monitoring and natural resources management achievements, comprehensively grasping the changes of land type, area, attributes and related individual layer information in 2020, and updating. Through investigation, statistics and analysis, we can master the changes of permanent basic farmland in 2020, the situation of agricultural land occupied by construction, non-grain cultivated land and non-agricultural cultivated land, the changes of protected agricultural land, the changes of sloping cultivated land above 25 degrees and 15 degrees, the changes of rural housing, temporary land use, unused land approved, returning farmland to forests, reclamation, football fields, golf courses, photovoltaic land and agricultural structure adjustment, and unstable cultivated land. All kinds of nature reserves and ecological protection within the scope of the red line of land use changes, land improvement, high standard farmland, increase or decrease linked, increase or decrease linked and other projects, the implementation of spatial planning and other relevant information, the formation of a report submitted to the State Council for approval.
(A) to carry out remote sensing monitoring
At the end of 2020 (mainly from November 2020 to January 2021, and the winter snow-covered areas such as the north of 42 degrees north latitude are appropriately advanced to August), the latest satellite remote sensing image data covering the whole country will be collected, and the orthophoto map of each county (city, district) will be processed and made based on the orthophoto map of the "Three Tunes" initial investigation; The orthophoto map is compared with the "three-tone" unified time database, and the suspected construction change spots and suspected demolition spots are extracted in the office; Monitor the change of cultivated land, and extract the change map of suspected cultivated land into non-cultivated land such as woodland, garden and pit pond; Monitor the changes of garden, woodland and grassland, and extract the suspected garden, woodland and grassland into cultivated land, pits and grasslands; Monitor individual layers such as temporary land use, soil pushing, unfinished demolition, unused land in batches, photovoltaic land use and continuously track the range of map spots, extract the changed map spots in the office and judge the changed land types; Monitor the change of wetlands, integrate the special monitoring results of wetlands, and form suspected wetland change spots according to the frequency of flooding or water accumulation reflected by images in four periods of a year; Combined with other surface image changes discovered by other special monitoring projects such as the monitoring of geographical conditions in 2020, the remote sensing monitoring results of the change survey in 2020 in counties (cities, districts) were made and distributed to all localities to carry out on-the-spot investigation and provide evidence.
(B) issued land management information
The Ministry organized and arranged all kinds of management information in 2020 filed on the comprehensive supervision platform, and distributed it to all localities to assist in the investigation. All localities should, according to the actual implementation of various natural resources management projects in the region, timely supplement and improve all kinds of land use management information reported by the Ministry’s comprehensive information supervision platform, and the deadline for supplementary filing of all kinds of reported information is January 31, 2021.
(three) to carry out the 2020 annual change survey, field survey and database building work.
Taking December 31, 2020 as a unified time point, all county-level investigation units made the work base map of the field investigation of the 2020 change investigation (hereinafter referred to as "the work base map") in combination with the remote sensing monitoring results of the 2020 change investigation issued by the Ministry, the monitoring results of the changes of surface vegetation in the 2020 geographical situation monitoring, the management information in the comprehensive supervision platform of the Ministry and the management information of various natural resources at the county level. Where conditions permit, we can collect satellite remote sensing image data with higher resolution before and after the standard time point by ourselves. By comparing the "three-tone" unified time point database with the latest remote sensing orthophoto map, we can supplement and extract the changes of various types of land in 2020. The satellite remote sensing data collected by ourselves are reported together with the annual change increment package for national verification.
Each county-level investigation unit, based on the principle of identifying the land type according to the field situation, investigates the actual situation of the land type, scope, ownership and area of each change spot on the work map; The actual land type is inconsistent with the interpretation of satellite images and the agricultural map spots with new facilities need to be photographed one by one. On the basis of the unified time-point database of "Three Adjustments" at the county level, according to the technical requirements of database updating stipulated by the state, an incremental package of updated data for the 2020 annual change survey is formed.
(four) to carry out the provincial comprehensive inspection of the results of the 2020 annual change survey.
The county level is responsible for the authenticity of the results of the change survey in 2020. The provincial level is responsible for organizing the verification of the regional survey results in this province, and is responsible for the quality of the survey results in this region. Provincial natural resources departments should conduct a comprehensive inspection of the results of the 2020 annual change survey of county-level investigation units to ensure the authenticity of the survey results.
(five) to carry out the 2020 annual change survey results in the national industry verification.
The Ministry of Natural Resources organizes a professional team to verify the authenticity of the updated data of the 2020 change survey in the industry based on the remote sensing monitoring results of the 2020 change survey, with the county-level survey unit as the unit, and feedback the suspected wrong spots found in the industry verification to the local authorities for rectification; For the suspected wrong spots issued by the state, the localities should verify, modify or supplement the evidence on the spot, and report the rectification results to the Ministry of Natural Resources.
(six) to carry out the 2020 annual change survey of the national "internet plus" online verification.
The Ministry of Natural Resources re-examined the rectification results reported by the local authorities at the national level, and organized a professional team to carry out online verification of the national "internet plus".
(seven) update the national database of change survey.
The Ministry of Natural Resources organized a professional team to carry out the quality inspection of the incremental data of the 2020 change survey and update the national database, and put the results of the updated data of the 2020 change survey in various places that passed the inspection into the warehouse, and finally formed the change survey database with December 31, 2020 as the unified time point.
III. Working Procedures and Methods
(a) survey boundaries and technical indicators
According to the latest information of relevant departments, the Ministry of Natural Resources updated and produced the provincial survey boundary of the 2020 annual change survey, and sent it to all localities as the control boundary. If the survey boundary at county level changes and needs to be adjusted, it must be adjusted according to the approval documents of relevant competent departments and reported to the Ministry of Natural Resources for approval.
The mathematical basis, survey classification, survey accuracy and other technical indicators of the change survey in 2020 are consistent with the "three tones".
(2) Remote sensing monitoring
1. Satellite remote sensing data collection
At the end of 2020, the Ministry of Natural Resources will divide the whole country into four regional organizations to collect the latest remote sensing satellite image data covering the whole country, which will be used for the change investigation in 2020.
The first area covers an area of about 1.67 million square kilometers, using sub-meter remote sensing satellite image data.
The second area is divided into three sub-areas, among which: the first sub-area of the second area covers an area of about 1 million square kilometers, using sub-meter remote sensing satellite image data; The area of the second-class area and the second-class area is about 1.28 million square kilometers. Sub-meter remote sensing satellite image data is used as far as possible, and it is supplemented by remote sensing satellite image data with resolution better than 2.5 meters. The area of the second-class area and the third-class area is about 2.98 million square kilometers, and the remote sensing satellite image data with resolution better than 2.5 meters is adopted. The actual collection area of the second-class area is about 5.22 million square kilometers.
The third area covers an area of 800,000 square kilometers, and adopts remote sensing satellite image data with resolution better than 2.5 meters, supplemented by remote sensing satellite image data with resolution better than 5 meters.
Class IV area covers an area of about 1.79 million square kilometers. Considering the requirements of geological and mineral business such as environmental monitoring, remote sensing satellite image data with resolution better than 2.5 meters are adopted and supplemented by remote sensing satellite image data with resolution better than 5 meters.
2. Orthophoto map making and change information extraction.
The Ministry of Natural Resources organizes a professional team to process and produce orthophoto maps of counties (cities, districts). Based on the unified time database of "Three Tunes", the orthophoto map at the end of 2020 is nested and compared, and the land use change map spots in 2020 are extracted by types.
First, according to the latest remote sensing image classification, the suspected newly-added construction spots are extracted, and all kinds of newly-added construction spots are extracted outside the scope of the construction land spots in the "Three Tunes" database, and the spots are classified according to the image characteristics, including obvious construction land, rural residential areas, villas, hydraulic facilities, roads, railways, suspected construction land, suspected facility agricultural land, bulldozed soil, photovoltaic panels, football fields, golf courses, reclamation and other types.
Second, according to the latest remote sensing images, the suspected demolition spots are extracted, and outside the coverage area of separate layers of cities (201) and towns (202) in the "Three Tunes" database (including around the boundary), the demolition situation of the spots with the types of construction land and facility agricultural land in the "Three Tunes" database is monitored, and the land use types after demolition are interpreted.
The third is the monitoring of cultivated land change. According to the latest phase image characteristics, the cultivated land spots that have obviously changed into woodland, garden and pit pond are extracted within the range of cultivated land spots in the "Three Tunes" database.
Fourthly, monitoring the changes of gardens, woodlands and grasslands, in which, according to the latest phase image characteristics, the patches that have been obviously cultivated and whose image characteristics are inconsistent with land types are extracted.
Fifth, monitoring the changes of individual layers in the "Three Tunes" database, tracking and monitoring the changed status of individual layers in the "Three Tunes" database, such as temporary land use, soil pushing, batch unused, unfinished demolition, photovoltaic panels and continuous supervision spots, according to the characteristics of remote sensing images.
Sixth, the monitoring of wetland changes, integrating the results of special monitoring of wetlands, and forming suspected wetland change spots according to the frequency of flooding or water accumulation reflected by images in four periods of a year.
The seventh is to integrate other surface changes discovered by other special monitoring projects such as the monitoring of geographical conditions in 2020.
The remote sensing monitoring results of the change survey in 2020 include orthophoto map and change spot. On the basis of the remote sensing monitoring results of the change survey in 2020, the Planning Institute of the Ministry integrates the information such as the approval of agricultural conversion, the scope boundaries of new cultivated land and other projects recorded in the comprehensive supervision platform of the Ministry, and the scope boundaries of the increase and decrease hooks, the increase and storage hooks, and the new area boundaries of industrial and mining wasteland reclamation projects to make land management information.
(C) rural land use status update
1. Industry survey
County-level natural resources departments will change the results of remote sensing monitoring in 2020, the land management information in the comprehensive supervision platform of the Ministry, and the unreupdated maps that have not been modified at the unified time of the "three adjustments". The vector data of county-level supplementary extracted change information and daily management information, such as county-level law enforcement, land reclamation, changing dry land into water, land registration, land requisition, land supply, temporary land use, protected agricultural land, returning farmland to forest and grassland, desert control, river and lake control, resettlement and village evacuation, ecological restoration, environmental protection supervision, etc., are combined on the orthophoto map to make the bottom map of the field investigation work of county-level change investigation in 2020 (hereinafter referred to as "the bottom map of county-level work").
2. Field investigation
According to the principle of identifying land types based on the field status, all the field survey spots in the county-level work base map and the plots involved in natural resources management should be verified and confirmed spot by spot, the boundary of the spots should be adjusted, and the changes of various attribute information labels such as the ownership of the updated spots, restoration attributes, towns and villages, mining land, special land use, abandonment, planting attributes and arable land refinement should be recorded; Make up the survey of new features that the image fails to reflect; Determine the changes of the range of individual layers such as cities, towns, villages, temporary land, dumping areas, photovoltaic panels, and unfinished demolition in the unified time database of the "three adjustments".
The requirements for the identification of land types in the 2020 annual change survey should be consistent with the "three adjustments", the implementation plan, the technical regulations, the supplementary notice, the technical questions and answers, and the answers given by the office of the third national land survey leading group in the State Council to local survey questions.
The competent department of natural resources at the county level should communicate with agricultural management departments, natural resources institutes and rural cadres to understand the situation of cultivated land replanting or rotation planting of vegetables, cotton and oil, and organize technicians to verify in the field and map in the industry, and further update the labeling of cultivated land planting attributes in the unified time database of "Three Tunes".
3. Investigate and give evidence
While carrying out field investigation, the county-level investigation unit should use the equipment with satellite positioning and direction sensor, and use the "internet plus" proof software to shoot an encrypted proof data packet containing comprehensive information such as satellite positioning coordinates, shooting azimuth, shooting time, field photos, proof instructions and so on, and upload it to the unified proof platform.
For the suspected newly-increased construction spots issued by the state, in order to ensure the accuracy of the investigation of construction land and facility agricultural land, photos should be taken one by one to provide evidence during the investigation (it can be clearly interpreted as construction land according to the image, but no evidence is required if the investigation is conducted according to the construction land). According to the spot of the construction land survey, if the evidence photos are not enough to confirm the construction land, internal photos must be taken; According to the map spots of the investigation of agricultural facilities, photos of the inside and outside of the building or photos of buildings and structures that can reflect the purpose shall be taken, and the threshing floor that can be accurately identified according to the image characteristics may not be given evidence; If the map spots of suspected buildings issued by the state are not construction land or facility agricultural land, evidence photos shall be taken.
If the agricultural map patches in the unified time database of the "Three Tunes" are updated to other unused lands such as grassland, saline-alkali land, marshland, sandy land, bare land and bare rock gravel land, and paddy fields are updated to irrigated land or dry land, and irrigated land is updated to dry land and other secondary changes in cultivated land, evidence must be provided on the spot. The provincial department in charge of natural resources should review this situation, understand the reasons for the change, distribution and area, explain the provincial verification and summary area (for projects such as resettlement or ecological restoration at or above the provincial level, relevant supporting materials such as approval or planning that can implement the spatial scope should be provided), form a special report, and report it to the Ministry of Natural Resources for review. For other changed and updated maps, if the remote sensing image can not accurately judge the correctness of the local updated land type, all the evidence should be given.
According to the requirements of the Notice of the Office of the Leading Group for the Third National Land Survey in the State Council on Further Improving the Work in the Near Stage (No.18 [2019] of the Land Survey Office) on optimizing the way of proof, all localities can choose the appropriate way of proof according to the actual situation and organize the investigation and proof work. Evidence is provided for the spots in areas that are difficult for human beings to reach according to the relevant requirements of the Notice of the Office of the Leading Group for the Third National Land Survey of the State Council on Optimizing the Ways of Giving Evidence in Special Areas (No.22 [2019] of the Land Survey Office). For cases where supplementary evidence can’t be provided due to weather such as snowfall or other natural disasters, such as types of evidence, promises of evidence, high-definition images covered with snow, no evidence required according to regulations or inaccessible, etc. must be filled in the category labeling field of the evidence information form, and those who fail to fill in relevant information shall be deemed as not having provided evidence. At the same time, if the type of evidence is used for proof, all the map spots of the type of evidence need to be hung with photos of the type of evidence. If the requirements for type of evidence are not met (such as inconsistent image characteristics, non-centralized contiguous evidence areas, etc.), the type of evidence shall not be used for proof.
(D) Detailed investigation on the present situation of land use in towns and villages.
County-level survey units make full use of the results of cadastral survey and real estate registration, and carry out the investigation of land use status in towns and villages in 2020. For the map spots that have changed in cadastral survey and real estate registration, supplement the change survey. The internal investigation of towns and villages should first carry out the investigation of the scope of new towns and villages, and be included in the preliminary report of the annual land change survey; The changes of land types in the original towns and villages are organized according to local conditions. If it is too late to complete the reporting time of the initial report results, it can be explained when the initial report results are reported, and the investigation work will be continued after the data is reported, and supplementary reports will be made during the verification and rectification.
(five) the ownership boundary map and supplementary investigation.
County-level survey units will update the ownership of the change survey in 2020 according to the changes of the ownership mastered in the daily confirmation registration. If the ownership boundary changes, supplementary surveys of the ownership boundary will be carried out in accordance with the relevant provisions on collective land ownership and real estate survey.
(VI) Updating the database of change survey in 2020.
According to the unified technical requirements, database change methods, standards and related quality requirements of the 2020 land change survey data, the county-level survey unit carries out the update of the 2020 land change survey database by incremental update.
1. Database quality inspection and updating methods
(1) The county adopts database change software, based on the "Three Tunes" unified time database, inputs the changed information block by block and changes the "Three Tunes" unified time database, and generates incremental change information and related change statistics between the "Three Tunes" unified time database and the time point on December 31, 2020.
(2) The county adopts the quality inspection software of the 2020 annual change survey database issued by the state, and imports the incremental change information into the software to generate a unified time-point update data packet at the county level, and uses the 2020 annual change survey database quality inspection software to check and check the data quality of the 2020 annual change survey update data packet and the "three-tone" unified time-point database.
(3) If the gradient of cultivated land changes due to patch segmentation, the gradient of cultivated land and the ridge coefficient should be adjusted synchronously according to the slope map that has passed the national inspection and the filed ridge coefficient. The ridge coefficient should be consistent with the grade of slope. If the actual ridge coefficient caused by comprehensive land improvement is inconsistent with the regional ridge coefficient, the project acceptance data should be provided, reported for the record one by one, and the actual ridge coefficient should be entered in the database.
(4) After the results of the update data package of the county-level change survey in 2020 pass the provincial inspection and the national final quality inspection and are confirmed, the competent natural resources departments at all levels shall organize the update of the database of the change survey in 2020 at the corresponding level.
2. Incremental data quality inspection and update requirements
In 2020, the database of the change survey will be updated. The state has formulated unified standards for database update and quality inspection rules, and developed database quality inspection software to be distributed to all localities. All localities should carry out database update work according to the unified technical requirements of the state, based on the "three-tone" unified time database and statistical reports that have passed the quality inspection of national databases. The database updating software adopted at county level must meet the relevant requirements of national database updating technology, and support the functions of incremental data export, automatic assignment of cultivated land gradient, automatic calculation of statistical reports, etc. Moreover, the exported data package of 2020 annual change survey update must completely pass the quality inspection software issued by the state to ensure that the data results are error-free.
(7) Inspection and verification of the updated results of the change survey in 2020.
The competent departments of natural resources at all levels should strictly implement the inspection system of phased and graded inspection, and conscientiously do a good job in the inspection and verification of the updated results of the 2020 change survey.
1. County-level self-examination and prefecture-level inspection
The competent department of natural resources at the county level shall organize a 100% comprehensive self-inspection of the updated results of the local change survey in 2020 to ensure the completeness, standardization, authenticity and accuracy of the results; At the same time, use the national unified database quality inspection software to check the standardization of incremental data at a unified time. Municipal natural resources departments should give full play to the role of inspection and check, and the municipal natural resources departments should be responsible for self-examination where the investigation is carried out in a unified way.
2. Provincial verification
The provincial department in charge of natural resources is responsible for organizing the verification of the updated results of the change survey in 2020 in this region, conducting a comprehensive verification of the updated results of the change survey in 2020 in each county-level investigation unit, and checking whether the updated results at the county level are timely and thorough in comparison with the satellite remote sensing image base map and evidential photos of the change survey in 2020, so as to ensure the overall quality of the survey results at the provincial level; At the same time, use the national unified database quality inspection software to check the standardization of the unified incremental data of county-level units.
3. State-level verification in the industry
The Ministry of Natural Resources organizes a professional team to verify the authenticity of the incremental update data of the change survey in 2020 by each county-level survey unit according to the remote sensing monitoring results of the change survey in 2020, local evidential photos and related materials, and verify the evidential information of the suspected changes issued by the state but not updated by the local authorities by each patch. Feedback the suspected wrong spots found in the internal inspection to the local authorities for rectification; For the suspected wrong spots fed back by the state, the localities should verify, modify or supplement the evidence on the spot, and report the rectification results to the Ministry of Natural Resources for review.
The cultivated land planting attribute is specially evaluated by the Land Satellite Remote Sensing Application Center of the Ministry of Natural Resources.
4. Online field verification of national internet plus.
The Ministry of Natural Resources carried out a national-level internal review of the rectification results reported by the local authorities, and there were still some suspected wrong spots, and organized a professional team to carry out a national-level "internet plus" online verification. For the spots whose results can be confirmed by online verification of "internet plus", the state organizes professional teams to directly correct the updated data of the 2020 change survey.
(eight) national database quality inspection and storage.
Based on the national unified database quality inspection software, the Ministry of Natural Resources organized the national quality inspection of the change survey data in 2020, and formed the national quality inspection report of the change survey data in 2020 at all levels. The results that fail to pass the inspection shall be returned to the local area for revision within a time limit until they are passed; Through the inspection of the 2020 annual change survey data, the national unified organization results are updated and put into storage, forming the 2020 annual change survey national database.
(9) Quality evaluation of survey results
Based on the verification results, the Ministry of Natural Resources calculates the single error rate of new construction land spots, supplementary cultivated land spots and overall error rate of changed land spots at the provincial and county levels, and evaluates the quality of the results of the annual land change survey at the provincial and county levels. The three error rates are all below 2% as qualified (the pilot provinces with decentralized land use approval authority are all below 1% as qualified), and the provinces with overall unqualified evaluation and the provinces with unqualified number exceeding 5% at the county level will be notified nationwide.
Fourth, the main results
