  I. General requirements

  (1) Guiding ideology.

  Guided by Socialism with Chinese characteristics Thought of the Supreme Leader in the New Era, we will fully implement the spirit of the 20th Party Congress, conscientiously implement the relevant requirements of the State Council on strengthening the construction of digital government, widely apply digital technology to housing provident fund management services, promote business process optimization, model innovation and performance improvement, and create a new digital development model of housing provident fund with system-wide business collaboration, all-round data empowerment, all-business online service and full-chain intelligent supervision, so as to better serve depositors and units, the overall situation of housing work, and the national governance system and governance.

  (2) Basic principles.

  — — Adhere to the overall leadership of the party. We will adhere to the party’s overall leadership throughout the whole process of the digital development of housing provident fund, firmly grasp the correct political direction, and provide fundamental political guarantee for the digital development of housing provident fund.

Make use of the common applications such as electronic license and electronic seal of the national government service platform to enrich the application scenarios in the field of housing provident fund, and gradually build a unified national common application of housing provident fund such as unified identity authentication, business collaboration in different places, transfer and connection, and issuance of personal deposit and use certificates.   V. Building a convenient and efficient new digital service model

  (1) Promote standardization, standardization and facilitation of services.   VIII. Safeguard measures     

  (1) Strengthen organizational leadership and overall coordination. The housing and urban-rural construction departments of all provinces (autonomous regions) should strengthen supervision and guidance, make overall plans to promote the digital development of housing provident fund within their respective administrative areas, and actively publicize and promote typical cases.
