  According to the Notice, by the end of 2025, labor dispute mediation committees will be widely established in enterprises above designated size, mediation organizations will be widely established in trade associations, mediation centers will be generally established in labor and personnel dispute arbitration courts at city and county levels where conditions permit, and substantive mediation centers will be generally established in towns (streets) in areas where dispute cases are prone to occur. The number of labor and personnel dispute cases resolved through negotiation and mediation has increased significantly.

  The "Notice" emphasizes strengthening the construction of enterprise labor dispute mediation committees, township (street) mediation centers, arbitration institute mediation centers, and business (association) mediation organizations; All kinds of mediation organizations strengthen prevention, consultation and mediation, especially in view of the characteristics of small and micro enterprises that labor disputes are prone to occur and their internal resolving ability is weak, and put forward the establishment of corresponding labor dispute consultation and mediation mechanism; Strengthen job security, strengthen standardization, intelligent construction and other solid foundation security measures.

  The "Notice" also puts forward requirements for the implementation of the work, clarifying that human resources and social security, trade unions, federations of industry and commerce and enterprises at all levels should improve their political stance, strengthen departmental coordination, strengthen progress tracking and investigation and supervision, and constantly improve the people’s satisfaction with the negotiation and mediation of labor and personnel disputes.
